Attaching new lighting to existing junction box

I have a new space in which I need to do some electrical work in order to install some lights I have. There is an existing box in the ceiling with black, white wires. There is power to box. The problem is that there is no switch to this outlet and when connected lights, there is no way to turn it off except for switching off at circuit box. It is also in the wrong location. My question is I would like to install 3 cieling lights in a different location but wire it to this box, how do I install a switch so I don't have to touch the circuit box, seeing that outlets are connected to that circuit as well and how do I wire the 3 ceiling lights, do I have to run above the ceiling or can I do something below the ceiling?
