Assume That Leaking Is Into...

the toilet bowl and not on the floor.
There is an overflow tube that only allows the water to get to a certain level in the tank. The float must be adjusted to stop the water from running before it gets to the top of the overflow tube. It is possible that the float is waterlogged, and doesn't push up on the shut off valve hard enough.
Don't know what parts you replaced, but another prime suspect is the flapper valve at the bottom of the tank. I may have lost it's ability to seal and needs to be replaced.
What make of toilet is it? Do you know the model?
