Asbestos HVAC ductwork?

I had a HVAC contractor come referred by my "home warrantee" company. I have a section of the furnace duct work in my attic which is damaged.

He told me the duct work contains asbestos and he would not work on it. He referred me to a disposal contractor who will remove the existing asbestos ductwork for $600 -800. Then I would have to re-install new duct work for about the same. What looked like a job for some duct tape may wind up costing $1500.

First, I am unconvinced the duct work contains asbestos. The house was built in 1979. I live in So CA. Second, the home warrantee specifically excludes asbestos duct work - this all seems too convenient. Any help would be appreciated.
