Please, don't misunderstand me but I'd be VERY surprised to hear/read that the City doesn't give very much guidance. You're not planting tomatoes, you know.
Definitely, there are depth requirements, base and bury requirements, and even requirements near to other utilities such as Sewer lines, underground Electrical lines, and so forth. Ask your City Inspector for specifics if the info you need isn't in the Code Book. Or, contact your Utility Company for guidance on where you CAN find the info you need.
For some reason, I have a sense you're skirting an Inspection. IMO, it's not worth it. If you end up on doing this w/o the proper guidance, just make sure your Homeowner's and Life Insurance is up to date. Worst yet, make sure that of your guests too is up to date.
