Are Hepa Filters Necessary for Vacuums?

I need to know if Vacuum Cleaners with Hepa Filters are
more efficient than ones without. I have been looking
at Eureka models. One does not have a hepa filter and
claims to retain dust particles to 1 micron. The other
model has a Hepa Filter and claims to retain dust particles
to .3 micron.

Is there much difference between 1 and .3 microns?

Is the Hepa Filter worth the extra expense? They are
quite expensive to replace.
