Any tips on finishing a basement besides the post below?...

I am finishing a previously completely unfinished basement. I will soon be ready to install the walls against the cinder block as soon as the bathroom is complete. My plans are to;

1. Install full 2x4 walls
-pressure treaded 2x4 against the commercial vinyl tile.
-install the walls about 1/2" from the cinder block.
-build the walls in place rather than as one piece and raise.
-install plastic wrapped insulation
-install a plastic vapor barrier between the studs and the greenboard.
-install 1/2" greenboard with the tips from previous post.

My questions;

-Is it necessary to give the 1/2" gap between the cinder block and the studs?
-Anyone recommend putting the vapor barrier between the studs and the cinderblock instead of between the studs and the drywall? I am installing the vapor barrier on the outide because I am building the walls in place.
-Anyone ever notch the bottom of the bottom plate 2x4 to allow drainage in the unfortunate instance of water!
-Any tips?????
