I do not know, but I would think a good contact cement like that used to glue laminates to sub.

I do not know if it will stick. Put some under it and brush out. Let it stick up to cure, then push in down and hold it down with bricks or some weight.

I would cut out a square to patch it out, I presume that you talking about sheet vinyl? If squares, then you don't have a problem.
