Hi" Jim, Some times over here ( the other side of the pond)
we use a damp proof felt ( DPC ), or building felt
lay the felt on the floor, then lay your base plate.
the damp/cold will stop at the felt, but paint the
base plate first, and fix through the felt into the floor.
that should do the trick..
If you are going to have an overhang on the outside
edge, then let the felt pass over an 1" or so, so later
when the felt settles down it will bend over the edge.
