The only time we use block is when he site is to remote for a truck to deliver the mix.
Performance-wise, poured is superior to block construction.
Cost-wise...it's pretty close to a wash.
As David wrote, if poured is not common for them, visit your building inspector and ask him directly about what is required in your area for footing reinforcement, keying the footing, and reinforcement in the walls.
It may sound silly, but make sure window bucks (frames) are on hand and installed in the forms before the pour begins.
