Another paint question

I have browsed all the paint questions before resorting to posting a new one, but unfortunately I could not find the answer I was looking for, so if you guys can stand one more...

I have plaster walls from the 40's painted in oil paint which I have TSP'd, patched, sanded, and TSP'd again, and are pretty much ready for paint. (Some I have to bare plaster, some I do not) Somewhere I think I remember hearing that you must use oil based primer over plaster. If this is indeed true, can I then go directly over the oil based primer with latex paint, or would I need to use a latex primer over the oil primer? For those walls which are not down to bare plaster which primer would be best with a latex topcoat? Thanks for your patience.
