My mason used something called "anhydrous" sp? when laying block in freezing weather. It was added to, or instead of water and kept it from freezing. If I were you, I would also either put hay bales over the footings to insulate, or maybey use a space heater in the crawl space to keep things above freezing (not both, unless you want to burn some hay).
