you might be dealing with an asbestos hazard. Cutback adhesive and some flooring materials of the past contained asbestos. Type "cutback adhesive remover" into Google and you will find a lot of information that will help you deal with your problem safely and effectively. There are numerous products that will remove the tarry cutback adhesive. Luck, Kizmet
