Will try to find the article and read it over and get back with you.

But, here is something to think about and others will add to this.

Go to the top landing and measure up 32 inches, mark it. Then go to the bottom floor and do the same. Then snap a chalk line from point A to point B. This should be the angle you want.

The 32 inches is pretty normal for the top of a wainscoting, but this is very flexible.

Then this angle can be assertained by where the chalk line intersects and straight line from the floor up.
