seek the advice of a good arborists and see what can be done to neutralize the thinner already in the soil and around the tree.

I would guess that if the tree is mature and older, this will not hurt it at all.

The paint will wear off with alot of time. Do not scrape the bark off in attempt to remove the paint. The bark is important to the tree.
