I am a professional in the field of flooring.
The contractor or someone working in the home damaged your floor. If it were up to me, i would replace the floor. Yes patches are made very well and seam sealers are great today, but if you bought a new car would you want the fender fixed if the dealer wrecked it.
There are two types of vinyl finishes
1) PVC
Urathane is more stain resistant than pvc and most builders use pvc since it is a cheeper product.
The blue is some type of a stain that is most likely permanent.
Don't go for a new light post, as this will not make your floor look better and you will always say how the builder damaged your floor and didn't replace it. He would rather replace it than have you tell people you were not happy with his work and got a new light post for compansation.
The builder and contractors have insurance for things like this.
This is your new house and you will be paying for it for a long time, so love it now.
