I know in the aquarium hobby there was some "chemical" you could put into your tank to prevent algae growth that was not harmful to most fish. I only used it if my algae-eaters were "gone" or if the aquarium was in too sunny of a location. I don't know if this product or a similar one may be suitable for your outside application or not, but I would ask a reputable aquarium/fish store in your area. There may be a more economical solution such as Jay J's.... Good luck!
