The issue does not have to do with the actual insution, since air will move through the materials. Rather, with the air tightness. Many states have instituted air tighness standards to cover this. Here, in Wisconsin, electric boxes have to be sealed so as not to corrupt the air-tight seal. Simplest solution is to take the whole thing apart & caulk around the box & caulk all holes in the box.
