Air Gap Problem on Dishwasher

Since moving into our new house 3 years ago, water has always came out of our air gap when the dishwasher is discharging. The plumber told me that the newer dishwashers pump water so much faster than the older ones that the drain cannot keep up thus this is the reason for the overflow of water onto our kitchen counters around the air gap. He told me to seal the air gap with silicone. I wanted to find out if that is the problem.
