Air Gap Problem

I had a replacement dishwasher installed, and I was told that the air gap is not working. So, I bought a new air gap system and replaced the hose connecting the air gap to the dishwasher. All clamps are very tight, and there is no leak; but still, water is flowing out from the air gap.

In order to see if the air gap siphon was working, I took the connection from the air gap to the disposal and kept it open while the dishwasher was running. The water came down through the air gap system, and I got a bucket full of water, and there was no water coming out of the air gap itself. I even tried to connect the air gap to the disposal hose while the water was coming through the hose to avoid any air bubbles, and I clamped the hose tight; yet, as soon as I did this, water started coming out of the air gap again. The disposal end of the hose is lower than the air gap end, and there are no twists in the hoses.

I would appreciate any and all suggestions as to how to fix this problem.
