The inspection firm might be saying that the exising furnace might not have enough air flow to provide the cooling if a new air conditioning system was installed on it. Most air conditioning installations, although returns in every room are the BEST way to install ducts, are done with only one central return air grille. It is best to get a matched set of a furnace that can move the air needed to a cooling unit of the same manufacturer for ease of repair and operation, so the efficiency rating is known, as a manufacturer rates the efficiency for THEIR equipment.
