Air Conditioner Pressure reading ?

My (R22) central A/C unit is running with pressures of 250psi(high) and 65psi (low side) with 89deg F ambient temp.I am wondering if these pressures are acceptable/normal readings? The A/C seems to cool ok but during the morning hours when the temp is around 75deg F and with high humidity (80%) outside, the A/C unit cycles on and off repeatably for a couple hours. The unit will turn on for about 1 minute and be off for about 5 minutes then will come back on. It always seems that the unit acts up like this when the humidity is high.
Is there some pressure switch that causes the unit to function this way or is there some other possible problem like not enough freon and it just a coincidence that it cycles on and off during times of high humidity.
The unit is operating continously right now with pressures and temperatures noted above with 60% relative humidity outside.
