are usualy installed when the plumbing goes in.They are put at every water outlet.These are just capped lenghts of pipe,12" or so,to give the water trapped air to bump against when the water is shut off.This chamber stops the pipes from banging.You may be missing this chamber or you may have a defective seat washer in the faucet, if the noise is like a machine-gun rattle this may be the problem.I would check this first because you state it only happens when you turn the water on.The air chamber problem usualy happens when you turn off the water.Luck
