I agree w/Steve:'s ideas. You should see if you can 'start' somewhere and perhaps peel off the layer that has the paint on it. Once you get through that, you can use the Tiger. Yes, the Tiger probably won't work very well. If you can use HOT water (and wear gloves), perhaps by soaking the painted paper enough, you'll be able to get that layer off. Be sure to lay some plastic and newspaper down on the floor. Try my first approach first. Try getting under one of those 'darn lines' to see what happens. Maybe if you 'slice' the painted layer contiguously from, say, top to bottom, you'll be able to peel it off. Try this maybe a foot apart from each other.
