Advice needed - kitchen/wall remodelling

Our kitchen currently has an est 5'x 4' opening to a bar in the dining area. On either side of this space, there are top cabinets in the kitchen. There is also 3' wall that runs perpendicular which helps make the entry into the kitchen.

I want to remove the top cabinet and the small wall and make the entire area a peninsula counter top. Doing this, I will have to redo the counter tops all through the kitchen. As well, I do not THINK the wall to be removed is load-bearing.

I have done new installations before, but I have never remodelled. I would like to do this work myself, if possible. How do I know what permits are required? If this is a load bearing wall? Are there other important details with which I should be familiar?
