Adding an electrical switch

I recently installed a recessed light, the wiring, and the double electrical box. Currently I have a workable electrical switch that controls another neighboring light. What I would like to do is add the recessed lighting dimmer switch next to the already existing switch. The already existing switch has 3 wires: green (I know is the ground), black (is usually hot), and white (is usually nuetral). When I tested the wiring for power or witch was hot the white wire lit and the black one did not. Can you explain to me how to add the second switch by sharing the power of the existing switch? So you know I am no waisting your time, I already researched home repair books' electrical section and they unfortunately do not explain how to add switches. Is it possible that you can help?
