Adding a gas line

Anyone know how long (# hours) it would take a professional to "Tee" off a gas line to add an outlet for a stove?

I have an (iron? 1"?) line that goes from the meter to the water heater (in opposite corners of the basement.) The pipe runs right by the location that I want to split off - but the pipe would have to be cut/tapped to branch off.

Is the yellow, PVC (or whatever) pipe legal to use indoors - or is that only for buried lines?

I'm in central Ohio - can anyone ballpark a cost for me? Or an hourly rate? Or an estimate on time? Anything?
