actually better to adjust dampers with 2

people and the heat or a/c or at least the fan running.(ie. you want the thermostat to switch the unit on) ...have one person adjust the damper while the other person is at the end of the duct/register to report on the flow rate of air coming into that room/out of that register. so if you want the downstairs register to put out more heat and airflow ..turn the damper until your helper points out max flow from the register that duct is feeding air to. good luck hope this helped further.
