ac line voltage drop

I recently purchased a newly built home. I tried to operate a microwave oven (800 watts small) on a circuit in the family room and the line voltage drops to 98-100 volts continuously and I am told nothing is wrong by the builder and electrician. They say it is a general lighting circuit and therefor it will not support such a large amp draw. It is on a 15 amp breaker. The drop occours even when nothing else is drawing on the circuit. Where can I go for help to find out if that is correct? I have contacted other electricians in the area and have gotten no one interseted in tackling the job.I thought I would look it up myself but dont know where to start for circuit information or what? Or am I taking on more than I should. Or are the builders correct. Any help you might be able to give will be appreciated.
