Particle board is manufactured with a non waterproof resin that bonds the particles (coarse sawdust) together. The board is not water resistant, much less waterproof. It makes a good subfloor for carpeting, but not other floor finishes (tile, ceramic tile, inlaid, etc.) It is usually installed over another subfloor such as plywood, and I would be suprised if mobile homes would use it as the only layer for the floor. I assume you do not mean OSB, (oriented strand board) which is another story
