There are 2 things you may try to keep that pulley where it should be. At 90deg. from the existing set screw, try drilling and tapping a second hole in the pulley in the same groove as the original. I would try for a 1/4-20 allen set screw in both holes, even if you have to re-drill and tap the original hole.
You didnt mention wether this is a stepped pulley with multiple grooves, but in either case, slide the pulley on with only one screw in place--line up motor and saw pulleys with a straight edge and tighten one screw, scribe thru the other hole to mark the shaft and then put a screw in the 2nd hole and remove the first one and scribe that hole on the shaft. Remove the pulley and drill a very shallow hole ex 1/16 deep for the screws to bottom into and you should be O.K. I wouldnt use loc-tite on the screws as someday you may want to get the pulley off.
