Yes, the cracks can be settling cracks. Also, if the house is very dry, you will see cracks. If you have a situation where there's a lot of moisture from, say, a bathroom making its way around the upper floor, it will settle on the walls, and if the paint isn't a good one, AND if the primer isn't either, the moisture will get into the wall, dry out, and crack over time. If the cracks are very erratic, w/o any particular 'pattern', then forget about the paint and primer 'thing' I just mentioned. Really, w/o seeing it, I can't say. If you know someone who's into any of the 'trades', have them come over and take a look. (Offer a beer and some pizza if you have to, and watch their kid(s) if they have to bring them.) Maybe a relative knows someone. It's worth $20 to someone to take a look.
