the paint is latex, what is the paint underneath? I hope its not oil???? Did you clean the surface before painting? Sounds like you might also have grease or grime that is doing some of this. Did you stirr up the paint well? Professional shakers are the best, if you are hand stiring with a paint stir stick, stir in an upward motion and stir for about five minutes, bringing the bottom up to the top. I personally hate that paint brand you are using anyway. I have trouble with it bordering very severely anyway.
Are you using a latex or oil based good quality brush. Use a 2 1/2 inch Purdy or Baker brush.
Are you laying down the paint or brushing it on? Makes a big difference also.
Are you rolling this on, and are you using a thick knap roller sleeve?
As you can tell, there are hundreds of things that could be happening to you. Most are not the paint.
