You don't say how old the townhouse is, but I suspect the damper is not doing its job correctly, probably due to a buildup of soot and creosote. Yes, a wind deflector will help SOME, but what you really need is a damper that will actually close. (I am assuming you have tried to close it, right? It is the metal handle that sticks down from the top of the inside of the fireplace. Usually back to open, forward to close.)

If your townhome is more than 5 years old, consider having the chimney swept by a licensed professional. Sweeps are still a legitimate full time profession, so don't hire a general handyman for this unless you want black all over your white taffeta living room furniture...
