A 3 way dimmer switch and toggle switch doens't work with new light.

This 3-way dimmer has Black & red on one side and green and yellow on the other. It was wired so the toggle switch needs to be on so the light will work at all and the dinner switch worked when this was the case.
Now I tried to install a new DR Ceiling light and it doesn't work.
I tried the old light connected to the hot wires in the ceiling and sparks came out. I put my voltmeter on the wiring and I get 120 on one side and 50 volts on the other. When I shut off the toggle switch I get 50 v where I had 120 and zero on the other side.
The ceiling wires game me 120 volts but wouldn't run the hair blower I was using to test the ciruit.
Any suggestions?
