Semi-transparent stains and sealer stains?

(1) I see in some literature that semi-transparent stain is all that is needed for a older deck, which has been cleaned but not stripped. Others say that a "toned sealer" (oil based) should be used as it lasts longer (3-4 years claimed), plus other advantages.
(2) Same question if the old stain has been stripped off?
