'hot ground'

I was told by my cable company that i have a 'hot ground' wire, and that's why my cable and computer aren't working well (we have Roadrunner). But yet when I called a licensed electrician he said the ground is not hot; he had an instrument which measured if there was any electricity in the ground wire. The computer and tv still is not working, Time Warner insists it's a hot ground (they say our whole house is a conductor and we need major electrical work). Has anybody else had this problem?
