3 way switch problem, pre-existing

I have a hall light hooked to a switch upstairs and downstairs. Both swithes have been replaced. I used a screwdriver tester to find the positive wires. I have both positives connected to the black poles. I have the other wires connected to the lighter poles. And, I have reversed these settings in an effort to correct the problem.

When the upstairs is up (on), the downstairs works. When the upstairs is down (off), the downstairs does not work. The opposite seems to occur with the downstairs setting compared to the upstairs.

The guy at the hardware store convinced me that I needed to replace a switch. So, I replaced both. That was no big deal, the switches are cheap.

I have not visited the light itself.

What am I missing?

I was able to correct the living room light on a 3 way and cannot see the difference here.
