I have found that an effective and low cost method is to put 1" styrofoam on the outside of the poured walls. (like the Dow Blue Styrofoam) One thing to keep in mind is the possible need to offset the framing to account for the 1 inch extra width of the basement walls if you run the styrofoam all the way to the siding. It is probably not necessary, but I also cover the styrofoam with 10 mil plastic.
