1840's post and beam constuction air leak

i understand a lot on construction,i build ,remodle start to finish ceramic tile electrical pluming ect..... in my own home i,ve been tighting up the house for years but one draft eludes me between the ceiling and the floor I have around 12" to 16"betweem ceiling and floor the air leak how ever small or large rushes there this space and on fridged nights freezes the water line i can remidy the water problem but would love to lower the heating bill by finding this air leak any sugestions hope you don't take points off for poor spelling R.J.S p.s the air temp changes drasticaly with a stiff breeze at the top of the stairs thanks alot Ron
